Rep. Frisbie Returns to LEO Subcommittee to Champion Critical Local Investments

State Rep. Steve Frisbie returned to the House Appropriations Subcommittee on Labor and Economic Opportunity this week, continuing his fight for targeted investments that will strengthen public safety, mental health, and educational opportunity across Calhoun County.

“These are not abstract requests—these are real investments in the safety, well-being, and future of our communities,” Frisbie told committee members.

Protecting Children and Supporting Survivors:
Frisbie pressed for a $30,000 appropriation for the Bronson Health Foundation and Sexual Assault Services to fund classroom-based child sexual abuse and assault prevention education for students from pre-K through high school. These vital services are delivered free to children and families in every Calhoun County school district. Frisbie was joined in testimony by Krista Runyan and Amber Depuydt of Bronson Health, who highlighted the urgent need for prevention and support, regardless of a child’s background or income.

Addressing Addiction and Homelessness:
Frisbie advocated for a $600,000 investment in Haven of Rest Ministries in Battle Creek to ensure comprehensive, evidence-based substance abuse treatment for both men and women. These services are a proven pathway to reducing homelessness and dependence on government aid. Daniel Jones, executive director of Haven of Rest, joined Frisbie to emphasize the program’s life-changing impact on families and the community.

Transforming Student Lives Through Mental Health Support:
A further $750,000 was requested for Starr Commonwealth’s REC program, which collaborates with Calhoun County schools, the Battle Creek YMCA, and Albion summer programs to provide mental health and personal development support for students. Gregg Strand, Vice President of Advancement at Starr Commonwealth, testified to the measurable improvements in academic achievement, confidence, and peer relationships for participating students.

Strengthening Public Trust with Modern Policing Tools:
On Thursday, Frisbie will urge support for a $31,700 appropriation for the City of Albion to acquire police body cameras and establish secure, cloud-based video storage. This investment will help build public trust and equip local law enforcement with the technology needed for effective service. Aaron Phipps, Director of Albion Public Safety, will join Frisbie in advocating for this request.

“I’m proud to stand with our local partners as we fight for the resources Calhoun County deserves,” Frisbie said. “When we invest wisely, we empower people, protect the vulnerable, and strengthen the very foundation of our communities.”
